In 1980, C. Bickham Dickson Park adjacent to Red River—a site that contains an ox-bow lake and that floods seasonally—was purchased by the City of Shreveport and the State of Louisiana for outdoor, water-related recreational activities.
Recognizing the Park’s unique biological, hydrologic, geological, and historic features, LSUS (located adjacent to the park) entered into a joint operating agreement with the City in October 2000 for the purpose of establishing a “Red River Educational and Research Center”. In January 2001, an advisory committee consisting of representatives from recreational and outdoor organizations, LSUS, City of Shreveport, related state and federal agencies, local schools and other interested parties initiated a year-long series of planning meetings to address ways this unique location might be used to support and enhance:
- Environmental Education
- Environmental Research
- Local recreational opportunities
- Tourism in Northwest Louisiana
- Watershed Management in the Red River Basin
The committee concluded that this 585-acre-park, which is a microcosm of the Red River system, is not only an ideal location for sports fishermen, naturalists, and those who enjoy outdoor recreation but also possesses enormous potential for attracting eco-tourists. Furthermore, the committee concluded that this site offers enormous potential for cutting-edge environmental research and splendid opportunities for students and the general public to learn more about the river and its watershed. |
