Facility Services

Facility Services is responsible for the basic operation and maintenance of physical facilities of the University; therefore, any changes to LSUS physical facilities must be made by or coordinated with this office.

Because Facility Services must have knowledge of the exact condition of the physical facilities at all times, it must be advised of any planned alteration or addition to any structure or grounds.

All work plans and completed work must be inspected by Facility Services personnel in compliance with statutory requirements and established policies.

Services are divided into Physical Plant and Departmental Services.  The former are those for which Facility Services receives a budget allocation.  These services are rendered without charge.  Departmental services are those for which Facility Services does not receive a budget allocation and which must be paid for by the requesting department.  These usually consist of services to specialized departmental facilities or equipment.

Services

Examples of these include:

  1. Maintenance services to structures and equipment that are permanent parts of the campus.  These are structures and equipment that, if vacated by present occupants, would require no alterations, special refurbishing, or remodeling for occupancy by some other University department.
  2. Maintaining and operating the Campus Mail Service.
  3. Maintaining walks, streets and grounds.
  4. Operating and maintaining utilities not peculiar to departments or activities receiving special appropriation.
  5. Providing custodial services for office and academic areas.
  6. Maintaining tablet arm chairs, teachers' desks and chairs.
  7. Heating and cooling of buildings.
  8. Motor Pool vehicle reservations and maintenance.

NOTE:  Routine failures of small items are normal occurrences and should be reported as such. Defective light bulbs or fluorescent tubes, broken window panes, or broken classroom chairs or desks should be regarded as routine and reported in writing by building occupants to Facility Services using Form 332.  This form can be found on the LSUS website under Business Affairs, Facility Services, Forms.

Departmental Services

These are special services covered by college and department budgets.

Examples include:

  1. Minor alterations to buildings or structures assigned to departments and activities.
  2. Utility modifications for copying machines or any other specialized equipment.
  3. Addition of specialized equipment, such as laboratory equipment, Venetian blinds, special lighting, etc.
  4. Repair work to office furniture in department offices.
  5. Painting at a time other than that specified in the regular maintenance painting cycle.
  6. Repair work on special equipment in laboratories and research areas that are departmental responsibilities, including special teaching equipment.
  7. Additional building keys
  8. Fuel for motor pool vehicles signed out by departments

Charges for labor and materials to departments are made on a cost‑only basis when the work is performed by Facility Services personnel.  Labor rates used are based on the regular wages of the workers.  A small materials surcharge is added to cover cost of small items (nails, bolts, screws, etc.) too insignificant to itemize.

Bids are obtained for work to be performed by an outside contractor.  If the project requires the services of an outside designer (architect or engineer), Facility Services will work with the department in obtaining this service and will continue to coordinate the project from receipt of bids until it is accepted by the University as a completed project.

While work is being performed or coordinated by Facility Services, department personnel should not instruct workers on the job to make any changes.  Necessary changes should be brought to the attention of the appropriate Facility Services supervisor.

Campus and Traffic Control.  (Reference PS 3. 07.02)  Members of the faculty conducting University business after closing hours may be asked to present identification to University Police for entrance into the buildings.  Any faculty member who wishes to authorize students to enter a building after normal closing hours should furnish the University Police with the names, dates, times, and buildings to be used.  Reports of thefts, vandalism, traffic accidents and other matters occurring on the campus should be promptly reported to the University Police.

The University requires all personnel operating motor vehicles on the campus to register them, regardless of ownership, with University Police. Faculty automobiles will be marked with an appropriate decal; they should be parked in "faculty" areas.  Tickets are issued for all violations and are payable at the Business Office.  Student dependents of faculty or staff should obtain student decals and use in "Student Parking" areas.

Emergency Procedures.  In the event of an emergency on campus, University Police should be contacted immediately.  An officer will respond and evaluate the seriousness of the emergency.  If, in the event of a serious emergency, you feel that immediate action is required, place the call to 911 and then notify University Police.  The University Police can be contacted during hours from a campus phone by calling #(pound sign)999.  After hours call 455-5497.
