Mr. Parker received his B.A. and M.B.A. from Northeast Louisiana University, his J.D. from Louisiana State University Law School, his LL.M. (in Taxation) from New York University School of Law, and his LL.M. (in Health Law) from the Health Law & Policy Institute at the University of Houston Law Center. He is a CPA (inactive).

Mr. Parker has served as Chairman of the Louisiana Tax Law Advisory Commission and as President of the Tax and Estate Planning Council of Shreveport. He also has served as a court-appointed expert in tax law matters. He practices law on a select basis in the fields of taxation and health care law, and he is admitted to practice before the United States Supreme Court, the United States Court of Appeals for the Federal and the Fifth Circuits, the United States Court of Federal Claims, the United States Tax Court, and all Louisiana State Courts.

He teaches, conducts research, and publishes in the areas of taxation, health care law and bioethics. His works have appeared in publications such as Louisiana Law Review, Loyola Law Review, St. Louis University Law Journal, Houston Journal of Health Law & Policy, Journal of Law, Medicine & Ethics, Oil and Gas Tax Quarterly, Journal of Taxation, Tax Notes, and State Tax Notes.

Mr. Parker’s recent tax law publications include Louisiana Income Tax Credits for Motion Picture and Television Productions, Journal of Multistate Taxation (March 2007)(with Douglas Bible, Ph.D. and Stanley Hays, D.B.A.), The Louisiana Tax Credit for Rehabilitation of Historic Structures: A Policy Recommendation, State Tax Notes (March 28, 2005), The Louisiana Tax Credit for Rehabilitation of Historic Structures, Journal of Multistate Taxation (May 2004) (with Douglas Bible, Ph.D. and Stanley Hays, D.B.A.), and Tax Policy and the Blood Supply, Tax Notes (August 18, 2003) (lead author, with William J. Winslade, J.D., Ph.D.).
